Following radiant energy, wind is usually the second most important factor.   Strong wind removes the boundary layer of moisture near the leaf surface, and creates turbulence within the canopy.  Another way of looking at this is that wind accelerates the diffusion of water from within the leaf to the outside environment, by making drier the environment immediately adjacent to the leaf.
